READING INTERVENTIONS USING MULTITIER SYSTEM SUPPORTS

GENERAL EDUCATION SYSTEM SUPPORTS FOR STUDENTS WHO STRUGGLE IN READING DEVELOPMENT AND LITERACY ATTAINMENT

INTRODUCTION

While nearly every student is capable of achieving full literacy, no two students learn at the same pace; and no matter how effective the teaching system, supports are sometimes necessary to bring students' skills back up to grade level. This is where Multitier System Supports (MTSS), or also known as Response to Intervention (RTI) come in. The sooner these systems of instruction and intervention are implemented, the less time teachers of struggling students will dedicate to closing a learning gap, and the more confidence the students themselves will have in their abilities. In general, the issue is not that children lack the aptitude for literacy; their educational systems are simply not equipped to address their specific literacy needs-and this must change. Within this section, the Executive Summary provides an overview of MTSS and its properties; the Key Components outline the tiers and their areas of focus; the Roadmap and Specifics describe the intervention strategies in detail; and the Model Legislation is designed to help you and your community bring the focus and effectiveness of these system supports to your own state and district.
